Firearms, no debate

I generally agree with r0b’s reasoning on the police need — or lack — for firearms. This is a mostly-empty moral panic.

But how things have changed for Greg O’Connor of the Police Association. This from 1 June 2009:

Mr O’Connor, who is currently studying policing in Scandinavia, did not support all police carrying guns but said the matter had to be looked at. […] “We said the debate should take place outside the emotion of Len Snee’s death and it’s disappointing to see that now there’s not going to be any debate there needs to be.”

A year ago Greg O’Connor was careful to frame the Police Association response in this way. He repeatedly said he didn’t want to arm all officers, he just wanted “a debate”, and one which would take place in the cold light of reason rather than as a knee-jerk in the aftermath of a police shooting. That’s a mature and responsible position. But even though the debate has not really occurred in the intervening year, his position has congealed — or perhaps he now just feels more at liberty to express it — into “all guns, all the time”.

What’s changed in the past year? The agenda has changed, that’s all: how firearms are framed in the public discourse about policing. Any time a firearm is used — regardless of the outcome — it’s a big media deal. Recent events such as the Urewera Terra raids of October 2007, the retrial of David Bain, the story of a large number of dogs being “massacred” using a firearm, and of course a number of police shootings have imprinted the prominence of firearms as public menace on the public consciousness. This has progressed alongside a police and crime-reporting discourse which has as its basic theme the notion that our plucky boys and girls in blue are under constant attack from all sides. Contrary to O’Connor’s noble aim, there has been no meaningful debate about arming police. This fact suits his arm-the-cops purposes, and it’s now clear that those cries for a debate, and the appearance of a debate within the Police, were made with the primary purpose of simply keeping the issue primed and on the public agenda. It’s lurked there, undebated, for a while, and with these most recent events it’s moving rather rapidly closer to actually happening. That’s a dangerous way to set policy.

Although I accept this is a contentious position, I generally believe that we need to trust the operational discretion and instincts of frontline police staff, as long as we have tough and independent disciplinary oversight as to their policy, and conduct in implementing that policy. On this basis, I’m not categorically opposed to the notion of police vehicles containing a lock-box with firearms in it, which police can use in accordance with firm and well-documented policy in light of the tactical circumstances in which they find themselves. But I would say that this isn’t very different to the current status quo, and the use of firearms must not be left to the sole discretion of an individual officer. The deployment policy and tactical decisions to deploy must be matters for which police command can be held accountable, for which the police as an organisation are responsible.

But what I’m more interested in is a public debate on this, and other policing matters. We really need one.

Welcome back, Sean and Geoff

In some regards this is my favourite time of year: when the news starts again. It’s day two, and Sean Plunket’s already excoriating Gerry Brownlee for failing to ensure security of electricity supply to the upper North Island. Seems Gerry was expecting a few softballs to start with: he was woefully unprepared, said the circumstances were “clear to him” and his ultimate comeback was to whine that the public were only “seeing one side of the story”.

Well, yes. Those who suffered from the outage will give their side of the story. If you’re the Energy Minister, or a senior executive of Transpower or one of the other agencies responsible for maintaining those lines and enforcing the Public Works Act (over the objections of landowners) then it’s your job to get the other half of the story out there. You can’t expect your opponents to do it for you, and you’ve nobody to blame but yourselves if it doesn’t emerge.

Blame-shifting and complaining that “it’s not fair” aren’t the sole domain of the Left, after all. When they’re all you can do, it’s a sure sign you need to work on your act.

Death is not the end

A curious post from Marty G at The Standard, who asks: “as newspapers die?” This is part of a wider debate about the future of the media, which I’d like to expand beyond just newspapers. As a caution to those who would conflate ‘newspapers are dying’ with ‘the media is dying’, I would suggest that the demise of the mainstream media is, in words incorrectly attributed to Mark Twain, greatly exaggerated. Fundamentally this comes down to the following:

1. If people care about it, it can likely be profitably monetised.
2. If it can be profitably monetised, big business will eventually come to dominate it.
3. The existing newsgathering infrastructure, brand authority, networks, subscriber bases and institutional expertise are still held almost exclusively by big business.

Big business may not be good at innovating, but it is very good indeed at buying innovation and covering the last mile. That’s what it’ll do, and in some cases, what it’s doing already.

There will be changes — in terms of how content is created and distributed, to the revenue model and in particular to the specific media consumed — but fundamentally the mainstream news media will continue to do what they do, which is tell people what they need to know.

The media do not predominantly provide consumers with a good — news or information or something to wrap fish and chips in or something to watch while eating dinner) — rather, they provide a service — a filtering system which sieves out and highlights the things which people need to know to function in their social and professional and ideological worlds. There’s already more news and information out there than anyone can possible pay attention to. We all have our preferred filtering systems — The Standard and Kiwipolitico are two; who you choose to follow on Twitter is another; whether you wake up to Morning Report as I do or Marcus Lush or The Rock or Southern Star, you’re relying on those sources to give you the information you need to function competently in your world that day, and in the days to come. This is the Ralph’s Pretty Good Grocery principle: “If you can’t find it at Ralph’s, you can probably get along (pretty good) without it”. At present, mainstream media filtering models are more advanced than they’ve ever been — but extremely crude by comparison to the sorts of models employed in new media.

Adopting the filtration models which are being developed in new media will require media companies to adopt some of those media forms, and abandoning the old forms. To take one thing (there are plenty of others) which newspapers, radio and television don’t really do at all: interactivity. So we’re going to see things become more interactive, and that interactivity become part of the filtration system. This is how Google’s advertising functions: your usage choices are a source of data about you, and that data is a pretty good predictor of what you’ll click next. That’s good for advertisers, because it offers them a chance to sell you stuff you might want, and it’s good for you, because of all the zillions of pieces of media out there in the world, it allows a media provider to better determine which are more likely of interest to you.

We’ll also see much more device integration, and in particular the development of e-reader hardware which acts and behaves like paper, and the development of news products which use that hardware to mimic newspapers in function — providing the visual grammar of headlines, columns and images on a broadsheet or tabloid page, a form which is very highly developed and so well-understood as to barely be considered a semantic form any more (like continuity editing, or 4/4 time) — but which is almost entirely absent from existing internet news media. I understand that Apple Computer has on order a couple of million high-resolution low-power 10-inch touchscreen LCDs to make a next-generation reader device for market in the next 12 months or so.

But these things are largely cosmetic. Overall, the fundamental nature of the media market will not change. Some of the big companies might die or fall apart, but they’ll be replaced. It won’t be independents and startups for ever, and there will never be a persistent community-of-knowledge citizen-journalists-ruling-the-roost utopia such as many in the blogosphere so desperately wish for (because it would allow them to quit their jobs and get paid for doing this full-time). The main reason for this is that news costs money, whereas opinion (i.e, 90% or more of bloggery) is mostly free but is reliant on news. The money for the news machine comes from the interesting fact that, in the commercial media industry, the ‘product’ and ‘consumer’ are the reverse of what most people think they are. The ‘product’ is not programmes or articles or news (that’s a service); and the ‘consumer’ is not the person reading, watching or listening. That person — you, and me, and everyone else who consumers the media — is the product, and the consumer of commercial media services is the advertiser whose products you also consume. The media, by functioning as an effective filtering system, serves you up content you want and serves up your eyeballs, earholes, networks and ultimately your wallets to advertisers who pay the media handsomely for doing so. Everyone wins — or at least, everyone goes away thinking they’ve gotten a good deal. This model, at a fundamental level, is not under threat, because there is no other ready means of monetising news. That’s not to say it will always be so. It’s possible that a media business model will emerge which doesn’t rely on advertising, but one way or the other, someone is paying, and if it’s not the advertisers paying for you, then in all likelihood it will be you paying for yourself. How much would you pay? Would that be enough? These are real questions, because talk might be cheap, but news ain’t.

Dreams and realities

This morning at The Standard, vto* questioned how anyone can figure that the TVNZ7 ad featuring Bill English could be political advertising, since it doesn’t contain any baldly partisan political statements.

What is party political about it? Nobody has come with anything specific to support the contention – merely, “it looks political” “I know political when I see it” etc etc. Specifics folks, specifics.

Although I tend to think vto is either being purposefully obdurate or is just simply oblivious, it’s a fair question. Since in my experience he is usually genuinely puzzled rather than just shilling for the blues,** I undertook to do an analysis of the clip for his edification (or ridicule). As I said in the comments thread, you don’t create this sort of thing by accident:

This is a form which has been finely tuned and crafted over half a century to serve a very specific set of purposes — it’s a complex and very challenging medium where every frame, every word, every note is loaded up with as much subtle meaning as possible. With apologies to Tolkien, one does not just walk into political advertising.

A few basics of political discourse, first. While in the case of video, a text is made up of sounds and images, this is different from the ‘words’ and ‘pictures’ vto talks about. There is also a temporal dimension to video: editing, mise-en-scene and lighting changes, camera and focal movement, etc. which I’ll lump in with ‘image’ for these purposes. Likewise, most of the sound is spoken words, but there is also music, which is non-trivial in terms of meaning. The point is that nothing is in there by accident. When you have a limited budget and the requirement to work within a 45 second ad slot, nothing is optional or discretionary.

Given that there are images and sounds, and that they’re all there for a reason, it should be clear that there’s more to analyse than just the words and pictures, and so an apparent absence of political meaning in the words and pictures doesn’t mean the text lacks political meaning; it just means that it’s not overt (or not overt to everyone). The meaning lurks in how the various parts of the text hang together as much as in the ‘words’ and ‘pictures’ themselves. This, also, is purposeful: people are natively suspicious of political messages, and it helps to be able to communicate them via means which people aren’t accustomed to analysing closely. People are very well accustomed to interpreting political speech (‘words’), but much less accustomed to parsing video texts and the subtexts which emerge when multiple texts are intercut with each other in a dense and coordinated fashion. This is what makes video such a strong medium for political communication; why Eisenstein and Riefenstahl and Capra were given such prominent positions in their respective regimes, and why practically every US presidential election since 1960 has been predicted by which candidate’s TV coverage was the stronger.

The clip in question presents a dual narrative which appeals simultaneously to peoples’ cautious, empirical, rational side and to their hopeful, nationalistic, emotional side in order to produce a sense of hope. It is composed of two separate video texts intercut: one featuring footage of Bill English, Minister of Finance and Deputy Prime Minister; and the second of Bill English, kiwi bloke. The topic is the same, and the visual edit minimises the visual difference between the two narratives, while the voice remains constant throughout. This continuity of voice leads us to interpret the statements of Serious Bill and Chipper Bill as if they are uttered by the same person (which they are) and in the same role and context (which they certainly are not). The context is provided by the image, not the sound, and demonstrates that one person can (and should) hold both opinions simultaneously although the relationship between the two narratives is arguable. Of course, people can hold both views simultaneously (though whether they should is another matter).

The first, Serious Bill, establishes the Minister of Finance at a respectful social distance in a dark suit (with cut-ins to tie and face); the Sky Tower and the bright lights of NZ’s commercial capital in the background, a composition chosen to provide authority and credibility. This is a fairly soft form of the tycoon shot, a wealthy man overlooking his glistening domain. He speaks calmly and in technical terms, playing NZ’s economic problems with a straight bat. He uses the first person plural (“we”) throughout in order to include the audience in his statements. He looks the camera (audience) square in the face, talking directly to us.

The second, Chipper Bill, is established in a full-frame headshot, cut from a full-frame headshot of Serious Bill. This is what I mean by ‘minimising the visual distance’ between the Two Bills. He starts with “Y’know”, a commonplace employed more often to tell people what they (should) know than to genuinely appeal to shared common knowledge. This also marks a distinction between the complex, technical language used by Serious Bill and the colloquial, understandable terms and sentiments which follow. It is a relief to hear someone speaking ‘plain english’ after all that techno-jargon, right? Especially when he’s saying something we want to hear: good news about how “we can beat those Aussies”, after the bad news which Serious Bill was talking about, how our we’ve been “underperforming” when compared to them.

Chipper Bill — smiling and personable, an approachable everyman in a patriotically black polo shirt, continues to be intercut speaking in exhortative platitudes about how we just need to “back ourselves” (cut briefly to Chipper Bill gazing into the middle distance) and “apply some old-fashioned Kiwi can-do”, and so on, in response to Serious Bill’s authoritative but somewhat dry and gloomy facts. This use of “old-fashioned” is a hint of a dig at the previous government, the one responsible for “underperforming”; this dig is made a bit more explicit with the enthusiastic “we’re nearly through the tough times and things are looking up” — just leave it to good old National and everything will be well, not like that other lot, who were opposed to everything traditional, right?

The two narratives describe the reality of how things are (described by Serious Bill) and a dream of how things could be (described by Chipper Bill), as the music gradually rises in the background. The clincher, and the factor which makes this more a political advertisement than anything else, is that Bill English is the connection between the two narratives: if you accept the narrative line, he is the key to turning the dream into reality. This is essentially an overarching ‘hope’ narrative, a most powerful sort in troubled times, as Barack Obama realised, and as expressed by Drew Westen in the first chapter of his book The Political Brain, which opens with an analysis of two contrasting video advertisements for Democrat presidential candidates: one successful, for the Clinton campaign, and one unsuccessful, for the Kerry campaign. What was Clinton’s narrative? Hope.***

This ad was not about policy. Its sole purpose was to begin creating a set of positive associations to him and narrative about the Man from Hope — framed, from start to finish, in terms of hope and the American Dream. […] The ad created in viewers a vivid, multisensory network of associations — associations not only to the word hope but to the image of Hope in small-town America in an era gone by.

This “Two Bills” ad creates a similar hope narrative around the putative Kiwi Dream of “beating the Aussies” with “good old Kiwi can-do”. How could anyone not like that?

Just so you’re not starved of policy analysis, there are unstated, non-trivial National party assumptions about what’s important all through the ad too. The prime one among these is a focus on financial metrics (GDP growth, productivity growth) to the exclusion of other considerations. A Labour ad along these lines might have emphasised a balance between economic and environmental and other outcomes such as quality of life — the fact that this ad mentions no other metrics than wealth is not value-neutral or void of political meaning: it demonstrates the writer’s policy priorities and direction. As well as that, the “beating the Aussies” narrative is a core plank of the government’s current policy of “closing the gap” — it’s not policy-neutral either, but is a function of the government’s own preferences and their political strategy of measuring themselves against previous governments on metrics which favour them. And hang on a minute: are we really “through the tough times”, and are things really “looking up”? Depends who you ask; this is a matter of opinion and legitimate professional dispute among Those Who Know About Such Things, it’s not a slam-dunk even if the Finance Minister says so: after all, it’s his job to say so. And will “old-fashioned Kiwi can-do” on its own really be sufficient to bridge the significant productivity and GDP growth gaps between NZ and Australia? What the hell is “old-fashioned Kiwi can-do” anyhow, and if it were that easy, why haven’t we done it all before? The entire narrative is constructed of politically-charged assumptions, but it is formed in such a way as to discourage the audience from thinking too hard about it.

There’s one other thing, too: Plain English is Bill’s newsletter to his constituents, and it looks like the similarities don’t end there. It was a catch-cry of his 2002 election campaign. Perhaps if he’d had this production team working on that campaign he’d have won, or at least done well enough to prevent Don Brash from taking over.

So that’s a reasonably thorough teasing out of the political content of this seemingly-innocuous 45-second commercial. As I said in the comment thread at The Standard, the only thing more absurd than this ad getting made and screened with a straight face is Eric Kearley employing the Lebowski Defence when challenged on the fact that the ad quacks very much like a propaganda duck. Regardless of whether it was bought and paid for, as the more conspiratorial commentators think, or whether the use of the form was simply a (very successful) ploy to garner attention, it’s idiotic to pretend that this isn’t political advertising in function. While I tend to find industrial explanations for apparent media bias more compelling than political explanations, people like Kearley obstinately denying the bleeding obvious doesn’t make it especially easy to keep doing so.

No longer a good, not yet a service

“Getting what you deserve” by Nick Smith in today’s Independent (which isn’t, it’s Fairfax-owned) is a good read about the future of the media. In beautiful irony, it doesn’t seem to be online, so I’ll excerpt it here:

“Journalists deserve low pay” Robert Picard, media economics professor at Jonkoping University, Sweden, opined provocatively. “Wages are compensation for value creation and journalists simply aren’t creating much value these days.”

The alarming disappearance of papers and journalists (27,000 have lost their jobs in the US alone in the last 18 months) is, Picard argues, a result of loss of control of content.

Picard believes skilled journalists are not like skilled plumbers. Their skill is the distribution of other peoples’ knowledge. Now, that knowledge is distributed online at little cost, and control of the saleable commodity has disappeared. “The primary value created today comes from the basic underlying value of the labour of journalists. Unfortunately that value is now near zero.”

Rupert Murdoch, so often cast as the scourge of journalism, is shaping up as a white knight. His News Corp is to start charging for website content. … His determination to wrest control of content and ensure payment is significant. The Financial Times followed last week with its own iTunes-inspired business model Fairfax Media, Australia-based publisher of The Independent, is also said to be considering joining the pay-per-read campaign. If both follow through, every daily Australian newspaper, save the West Australian, will charge for at least some online reading. Fairfax chief executive Brian McCarthy’s comments that digital delivery must be monetised will cheer Barry Colman, publisher of the National Business Review, the only New Zealand website to charge a fee. Colman says a pay-per-view model is the only way to stop further newspaper losses and the erosion of quality.

The problem with Murdoch, Colman and indeed the good professor whose quote leads the piece, is that they see news as a good; a thing which people should pay for. But really, it’s not a good – it’s a service.

Or more precisely, news text and information is a good, but it can’t readily be monetised – what can, and must, be monetised is the service of distributing and providing access to that good, and most critically, the service of filtering out all the stuff which is irrelevant. This is the service journalists provide – their real value isn’t, as Picard says, generating content in the paragraph factory, it’s in their role as decision-makers defining what is news and what isn’t, what people need to know about and what they don’t.

Murdoch and his cohort see the internet, which robs their ‘good’ of value, as a problem to be solved or circumvented. But the internet is the only thing which will allow for the establishment of a genuine service which will enable media companies to provide tailored, targeted content to individual readers.

Content can be free – but as the volume of content grows, the value of relevance increases. That’s where the money is.

On media bias and distortion

BK Drinkwater has posted a good response to some of the comments on Bryce Edwards’ synopses of chapters from the book Informing Voters? In comments to BK’s post, Eric Crampton recommended Groseclose & Milyo‘s paper on the topic. Having not read the book, I’ll constrain my comments to the posts, comments and paper which I have read.

Polysemic text, context and objective meaning

The basic critique I and others have made about the s59 referendum question is that it only makes sense if you accept the implicit assertions with which it is loaded. Linguistic or semiotic texts don’t have wholly objective meanings – their meaning is partially subjective to the interpreter, and meaning approaches objectivity only to the extent to which people can (or will) agree on the interpretation of a text. What we call ‘objective’ meaning in a text really describes a particularly strong agreement on interpretation within a notional audience, and frequently what we call an absence of understanding or comprehension of a text really just describes an absence of agreement on the interpretation between one part of a notional audience and another. It’s easy to overstate this: usually within a given audience there is a reasonable degree of agreement on interpretation, and this is particularly true with regard to ordinary or mundane language or imagery. Some texts are more complex than others, and some are more controversial and will tend to divide the agreement of an audience more than others, but this is not a pure subjectivist or hyper-relativist argument that there is no useful meaning in anything or that definitions or the understanding of common referents are irrelevant or somehow unattainable. Just to say that meaning is not strictly encoded in a text but is as much a function of interpretation. Texts with more than one reasonable reading for a given notional audience (such that ordinary people within an audience group can reasonably differ on interpretation) are called ‘polysemic’, which is just a fancy technical way to say they have multiple meanings.

Broadly speaking the task of a propaganda campaign, or of political speech in general, is to pose a monosemic question or scenario – one which a reasonable person from within the target audience group can only read or answer in one way. This often relies on loading one’s text with as much implicit context as possible so as to avoid the possibility of part (or all) of your audience misreading it; shipping with instructions, as it were. In a strategic sense, it is not the text itself which is the payload – the frame and its implied norms enable the propagandist to construct (manufacture) the audience’s consent for their preferred reading of the wider text.

Returning to the s59 referendum question, it is a fair and credible attempt at freighting a question with an implicit value judgement which renders the answer obvious if the question is read naïvely. But it goes too far; reasonable people don’t need to try very hard to see the payload, which is the implication that (a) a smack can be part of good parental correction and (b) such a smack is a criminal offence. In a successful propaganda campaign of this nature, the textual agenda is more obvious and the contextual agenda less so, and the referendum’s supporters have been working very hard to try to shut down contrary readings of their campaign in order to de-emphasise the frame and context, and emphasise the naïve text. They’ve failed in this, but it is instructive nevertheless, and that isn’t to say they haven’t achieved any of their objectives. The problem is that the referendum question and campaign is essentially preaching to the choir – it makes sense to a conservative segment of the population who care a lot about this issue and are riled up by the constraint on their “freedom” to smack, and it speaks to them because they already accept its premises. But it isn’t much use as a polemic device because, for those who don’t accept its premises, it just looks like a stupid question. This is the problem with developing political strategy in an echo-chamber – just because you believe your own hype doesn’t mean everyone does. To pervert Schneier’s Law: anyone can design a political campaign so clever that he or she can’t imagine why anyone wouldn’t agree with it. This feeds back into my ongoing critique of the state of Labour politics: toward the end they believed their own hype, in much the same way as the AAS lobby believes theirs.

Campaigns which employ symbolic or propaganda methods, whether for beneficial purposes or not, are ultimately about social control. A society which responds uniformly and predictably is, all else equal, easier to control than a diverse society, so a great deal of effort is put into the crafting of messages, delivery systems, textual and contextual input to a society which will generate predictable output. Public campaigns, to be successful, require their audience to share strong agreement about interpretation and common understanding of context for their payload to be effective. Robbed of context and freighted assumptions, even something as apparently intuitive, important and uncontroversial as a FEMA public readiness campaign can be highly puzzling and confusing if read naïvely.

Mutual exploitation

Teenager objects to school uniform policy is hardly news – unless the teenager is as photogenic as young Sheridan Marris, whose green streaks have landed her on the front page of today’s Rodney Times and Stuff’s splash image.

It works – this non-story is (as of the time of writing) on Stuff’s `Most Viewed’ list, along with stories such as “League’s group sex romps to continue”; “Man finds wife and mate on porn DVD” and “Babysitter sentenced for sex with boy”. Sheridan now has excellent publicity for her petition to have the rules at Rodney College changed, while her image has been employed to the same effect as those headlines. That’s how the mutual exploitation model of the media works; but is the payoff worth it?

Update 19:15: On the Stuff front page, the headshot of `world’s hottest woman’ Olivia Wilde is now positioned right next to the similarly-composed headshot of 13 year-old Marris.

How well did the media do on the Napier siege?

Ethical Martini asked the question on Sunday. Out of largely professional interest I watched, read and listened to the coverage on the two main TV newses, National Radio, Stuff, the Herald online and their various dead-tree editions from Thursday to Monday so perhaps I’m too close to it, but I’ve been pondering the question since, unsure how to answer because it comes down to one’s assumptions about what the media is supposed to do in such a case. That’s a tricky question.

If it’s supposed to maximise value for its shareholders, then it sure as hell did that, with garish wall-to-wall coverage and plenty of breathless speculation, really hitting the spectacle out of the park in such a way as to ensure that the name of Jan Molenaar will long be remembered as shorthand for `paranoid survivalist with guns, dope and death-wish’; our own little Ruby Ridge (but without all that annoying moral/ethical/legal equivocation).

If it’s supposed to perform a civil defence or public order function, keeping those in immediate need of information informed for the purpose of ensuring their safety, security, peace of mind, etc, then I would have thought they did a pretty decent job – from Wellington, I thought I had a pretty clear picture of what was going on, despite not ever having been to the place in question or in such a situation. Comments from those in the local area, however, are mixed on this count – and those who know Napier express some frustration at the constant mangling of street names, landmarks, etc.

If it’s supposed to be keeping the wider public informed on a matter of national significance, then I think the media did an exceptional job of keeping everyone engaged and updated with massive amounts of information, although with the proviso that much of that information was speculative at best.

If it’s supposed to act as a communication medium from authority to gunman in the sense of megaphone diplomacy, then I think it failed miserably. Although this was largely down to police command not using it in such a way, the media also framed coverage of Molenaar in the third person and spoke to his family members in othering ways, hardly making it possible to reach out to him. I think the first broadcast message I heard which addressed him directly was on Friday night.

If it’s supposed to act as a balm for a shocked nation, then I think it did a pretty good job of that as well, bolstering public confidence in the Police by portraying them as calm and disciplined rather than vengeful and reactive, and local businesses, charities, schools, Civil Defence and local government as united in solidarity, working well together for the public good, as we might hope they would in what I hope it isn’t too churlish to term `a proper emergency’.

If it’s supposed to tell us who to cheer for and who to boo at, once again it did a cracking job. You know you’re dealing with a real villain when all the people who can’t go home for their own safety are classified as `victims’ and even the people who make cups of tea for them are `heroes’.

If it’s supposed to stimulate and inform public debate on the wider political and social issues which are germane to the case – drug law, gun law, alienation, the role of the coercive arm of the state in private affairs, police doctrine and posture, the complexities of entrenched tactical operations – then it gets a bit more complicated.

On the one hand, I’m inclined to think it did an execrable job. If I may cram a whole lot of mixed metaphors in here: the lobby groups, armchair experts and those with an axe to grind on such matters have played the media like a fiddle, and the media has tuned itself up and rosined the bow to allow it. We’re going to get an awful lot of heat and precious little light. Instantly we have people calling for more guns, less guns, more guns but only for some people, guns to be licensed like cars rather than owners being licensed, the absurd notion I heard on NatRad this morning that all privately-owned firearms should be stored at a central, secure facility and be checked out and back in again. The battle of the slogans is well underway – `if you’ve nothing to hide you’ve nothing to fear’ counterposed against `when you outlaw guns, only the outlaws have guns’, for a start. And then there’s the debate about marijuana, with the frankly idiotic counterfactual that if the police didn’t prosecute minor drug crime then they wouldn’t have been in this sorry mess at all – possibly true, but only until something else brought the red mist down on Jan Molenaar.

On the other hand, the free flow of information around this case – the fact that every idiot on Your Views and talkback radio gets to listen to the so-called experts and decide what to think – should mean in principle that we have the basis for a good fact-based debate. Is not free expression via the media, with everyone putting their arguments up to be judged in a market of information, the most efficient means of determining which views have merit and which are bogus? If not, by what other means should we determine the relative merits of conflicting views and arguments?

I’m still no closer to an overall answer to the question Martin posed. I think it’s pollyanna-ish to say that the coverage did what it needed to do because everyone got a say, we all got our little reality TV fix and all the experts got a chance to climb up on their hind legs and argue the world to rights, but I think it’s curmudgeonly to decry the whole affair as a lurid farce.

Weldon: not very reassuring

Perhaps sadly, the highlight of my week is sometimes Mediawatch on Radio NZ National, due largely to interviews by Colin Peacock such as this one about Media Biz 09 (on which I blogged here), and the one with Mark Weldon which aired this morning (interview starts at 06:40).

In it, NZX CEO Mark Weldon doesn’t so much defend the stock exchange’s acquisition of rural publisher Countrywide Publications as attack those who dare to query the conflicts of interest which arise from the acquisition. Rather than accepting that there are perceived conflicts of interest from the fact that the NZX makes a lot of revenue from argicultural market data, and that Fonterra chairman Henry van der Heyden is a director of the NZX board (among other issues), he responds by alleging a conspiracy:

“I think that’s completely bonkers. That’s the second time today I’ve heard that actually, so someone’s doing a reasonably good job of getting that around, and I’ve got a reasonable idea who it is.”

In almost the next breath, he accuses those raising questions of van der Heyden’s conflict of being wide-eyed and credulous:

That’s just nonsense. I think it’s just typical conspiracy theorist tall-poppy crap.

… before going on to emphasise how CPL is a good down-home NZ company, and that the NZX is holding its Christmas party at their HQ in Feilding this year, as if that’s relevant. This echoes his tone in response to similar questions by Fran O’Sullivan. It gets worse: he then resorts to indignant sarcasm when answering the sort of questions which any credible journalist would rightly be criticised for not asking:

Peacock: Have assurances been sought or given to Farmer’s Weekly and other publications, Dairy Exporter, that they will be entirely free to carry on reporting and publishing as they have been in the past?
Weldon: No, I myself actually am going to write all the articles for these farmer’s weeklies, because I’m an expert in all of this stuff.

Essentially he’s trying to argue that the NZX and the people who lead it are above reproach, beyond being held to accountability by the media, and should simply be allowed to get on with their business without having to answer pesky questions like this. He seems to completely misunderstand what the media is for by arguing that businesses – and especially regulators – should not need to be held accountable by them. Not a very reassuring position for someone who now is part of the media to take. Even less reassuring, as picked up by Peacock from O’Sullivan’s article linked above, is his attitude toward commentator Alan Robb, whose work is published in CPL titles and who has been publicly critical of the decision:

There is, I have to say, a fair degree of disappointment from myself and internally that we’ve got this person Alan Robb whom we now pay who apparently has issues with presuming what our level of integrity about editorial is.

Subtext: “Why are we sponsoring criticism of our decisions?”, and perhaps an answer to the question of who Weldon thinks was “putting about” the idea that conflicts of interest exist, as if it takes a rocket scientist to see that they do. Not very reassuring at all.

The stupid thing is that Weldon gets it. He understands the media ecology well enough to know why the CPL publications must be, and must be seen to be scrupulously independent from the NZX, van der Heyden and anyone else. Carrying on in response to Peacock’s ongoing questions:

We have no interest whatsoever in writing for Farmer’s Weekly or Dairy Exporter. What we do have an interest in is ensuring that the most information can be distributed the most broadly, because that’s how everyone is better off and that’s ultimately how markets work … It would be absolutely stupid on a monetary and financial level for us to prevent anything like [criticism of Fonterra, etc] because all it would do would be immediately undermine the brand which undermines the value of the franchise. There is no economic alignment whatsoever in changing the approach that is currently taken. The second thing is, readers are incredibly astute, we’re very aware that the media will look at this with a reasonable amount of cynicism and anything that we did try and do like that would be picked up in a second and would become a story in and of itself, as I can tell, and even my brain can figure out from this interview that that’s sort of what’s on the mind. So it would be incredibly stupid for us to do that because it would be seen for what it is.

Quite some self-awareness, all of a sudden; he’s dead right on both counts, and it would undermine the credibility of the NZX as well. CPL is a small fish in this ecology. So why, instead of trying to make out that the NZX should be above reproach and assumed to be doing things right and properly – in the same way that those responsible for the current financial crisis were assumed to be infallible and benign – would Mark Weldon not have welcomed the media scrutiny on the basis that he, the others at the top, NZX and CPL had nothing to hide and were quite prepared to be subjected to the full gaze of the press? Such a response would have resulted in people saying “this Weldon chap understands the role of the media in the economy, and his company can therefore probably be trusted to own some of them”.

I suppose there’s one good thing come from it. By protesting too much at the fairly gentle going-over the acquisition has received to date, Mark Weldon has ensured that the watchful eyes of people like O’Sullivan, Peacock and others (perhaps including the Commerce Commission) will not stray far.
