Expecting too much from the Tunisian crisis.

The lack of understanding of what the Tunisian political crisis represents has been alarmingly evident in the media coverage of it. Journalists have said such inanities as “until a couple of days ago Tunisia was a beacon of stability in the region…” and raised the possibility of a so-called ripple effect spreading from Tunis to other North African states. They have called the popular uprising against the ousted president Ben Ali the “Jasmine Revolution,” thereby demonstrating their profound ignorance of what a revolution really is. The truth is that Tunesia was a small powder keg waiting to blow but no one wanted to state the obvious about it, and when it did blow the reaction has been to over-estimate its magnitude and repercussive effects. 

Let me dispel some of these misrepresentations. First, the uprising in Tunisia is not a revolution. A revolution is an overthrow of the state by a mass-based, ideologically-driven and collectively organised armed resistance movement that results in parametric change in the political, economic and social institutions governing society. In Tunisia what occurred was sometimes violent popular demonstrations against an unpopular and corrupt long-serving despot which precipitated an inter-elite crisis that resulted in the exile of Mr. Ben Ali, his family and close allies. The regime did not fall, the military has re-gained control of the streets and the protests have not coalesced into an organised, focused, counter-hegemonic opposition that poses itself as an alternate sovereign and has the capacity to engage in a war of maneuver against the repressive apparatuses of the state. All the demonstrations and protests have done is allow the Tunisian regime the opportunity to reform-monger in order to placate popular discontent while shifting the focus of blame on the disgraced former president. The “opposition,” such as it is, has no plan for taking control of the reigns of state, has no program for governing, and is in fact mostly made up of jobless youth aimlessly venting their rage at symbols of power rather than constructively organising am effective counter to it. Given those facts it is naively optimistic to expect that the crisis will result in major change of a democratic sort. It may be the impetus for a political opening, but it is no guarantee of it.

As for the “ripple effect” of the purported “Jasmine Revolution.” Undoubtedly the Arab street has taken notice of the Tunisian crisis and oppositions in places like Egypt, Algeria, Jordan, Morocco and Libya have been encouraged by the events in Tunis. But the elites in these countries have also taken notice and have no doubt shared information with each other on the nature and threat posed by their respective domestic oppositions. Largely disorganised and ideologically heterogeneous, Arab oppositions also often have overt Islamicist tendencies in incipient leadership positions (and in some cases, like Algeria, an active Islamicist armed resistance tied to al-Qaeda), something that will prompt Western backing for the political status quo in these countries even if they go about re-shuffling their own leadership cadres as a result of the warning provided by the Tunisian crisis. Where these oppositions do have an organisational core, it is more often than not undemocratic in nature and, in the case of Islamicists, explicitly opposed to democracy and supportive of a return to theocratic rule (in states that by and large have worked hard to promote a measure of institutional secularism that coexists with religious hierarchies operating in parallel spheres of influence).

Then there is the lesson of other so-called “colour revolutions” such as the Orange Revolution in the Ukraine, Rose Revolution in Georgia and Tulip Revolution in Kyrygyzstan. These have resulted not in democracy in these states but in the emergence of electoral authoritarian regimes that, if better than the former Soviet republics that they replaced and certainly more pre-Western in nature,  do not come close to offering the full measure of voice, representation, transparency and accountability that their adherents so fervently hoped for during the heady days of street protests that ushered in regime change in each.

Thus a sober assessment of the Tunisian crisis should see it for what it is: a wake up call to the Tunisian and other Arab political elites that ignoring simmering popular discontent and failure to engage in macroeconomic and socio-political reforms will ultimately cause tensions to boil over, and such popular boil-overs pose the risk of regime change if well-organised and supported in the face of regime paralysis. It also means that just because a regime is pro-Western does not mean that a blind eye should be cast on its excesses and exclusions, if for no other reason than doing so will encourage the type of leadership behaviour that gives ideological ammunition to extremists who otherwise would not gain the support of the majority.

For Arab oppositions, the lessons are also clear. “Spontaneous” revolts may garner media attention, but nothing substitutes for ideological consistency, collective organisation and the cultivation of mass appeal in preparation for the moment when what Rosa Luxemburg called the “mass strike” is to be launched. And that, of course, is exactly what the Arab political elites are already keenly focused on preventing with the aid and assistance of their Western counterparts, all under the guise of the so-called “war on terrorism.” Even so, the intelligence failures, particularly by the French and the US, to even remotely predict the unrest in Tunisia speaks volumes about Western lack of understanding of the real dynamics on the ground in North Africa. I mean, how hard is it to assess that a long-lived, openly despotic kleptocracy with repressive contempt for its own citizens would engender popular resentment against it, especially with unemployment levels running at 15 percent of the adult population and more than 20 percent for males under the age of 30? Or does being “pro-Western” absolve such regimes of all sins? Is this what passes for “stability” in the myopic eyes of the Western press and diplomatic corps, or is the mere lack of an organised opposition that gives such regimes a mantle of legitimacy they neither deserve or have in practice? In other words, does the absence of a viable opposition by default grant authoritarian regimes legitimacy (at least in the eyes of the West if not their own people)?

This is not to say that all opposition is futile. To the contrary. But incipient democracy movements in these countries need to refine their message into a clear ideological counter to the status quo, seek to establish broad based constituencies based upon coherent platforms for policy reform, and look to each other as well as viable interlocutors in the West so as to jointly press for substantive reform of their respective political systems while deflecting accusations of ideological extremism and inflexible militancy. Until they do so they will be seen as a rabble rousing mob rather than as a viable political alternative.

That is why the Tunisian crisis, while significant for both its domestic and regional implications, is more of a false hope than a first step in the democratisation of North Africa. For the latter to happen both elite and popular attitudes towards governance will need to change, and nothing in the character of regional oppositions or the tone of their approach to organised resistance, to say nothing of government responses to popular discontent, indicates that is about to happen anytime soon regardless of the immediate impact of the winter of Tunisian discontent.

A PRC Fifth Column in NZ? (With Updated Links)

In early December the New Citizen Party registered with the Electoral Commission and declared its intention to contest this year’s elections, starting with the Botany by-election caused by Pansy Wong’s resignation in disgrace from Parliament. Taking a page from the Maori Party, the NCP declared that it would be a vehicle for the representation of new, mostly Asian, migrant’s interests in the NZ political system, interests that are not fully given voice within extant political parties. With an emphasis on economic policy and law and order issues, the NCP proposes to represent not only mainland Chinese migrants, but also Koreans, Taiwanese, Japanese, Singaporeans, Indians, non-native Whites and even Maori and Pakeha (i.e. the Botany demographic). That will be a tall order.

The announced leaders of the NCP include Jack Chen, who was involved in the Chinese takeover bid for Crafar Farms (as a representative of Natural Dairy NZ, a subsidiary of the Chinese government controlled Jin Hui Mining Corporation); disgraced Labour Party candidate Stephen Ching (who solicited bribes for political favours in 2005); the pro-PRC Chinese-language newspaper editor Jerry Wen Yang; and Paul Young, who is also of Chinese descent and a principle of Asia Marketing and Advertising Consultants (Mr. Young handled the registration process and has said that his role as NCP Secretary is a temporary formality in order to meet legal requirements, and that he will stand down once the party leadership is finalised. As it turns out, he is NCP candidate for Botany). Although unconfirmed, there are reports that Sammy Wong, Pansy Wong’s husband and the cause of her demise by involving her in a commercial transaction during a taxpayer trip to the PRC, is part of the NCP leadership or at least involved in its strategic decision-making and financing.

In early January the NCP leadership, minus Mr. Young, met in Beijing to discuss a strategy for winning the by-election and to chart a course for its campaign this year. Holding a major party meeting in a foreign capital is interesting enough, because it shows an overt connection with the PRC that is bound to raise eyebrows in some circles (which is a tame reaction by comparison–some democracies forbid the funding, meeting  and sponsorship of political parties in and by foreign powers). What is more interesting is the question of whether the connection to Beijing is more intimate than the NCP has revealed to date, and extends beyond the usual business links that all political parties cultivate in order to peddle influence and financially support their activities (although the direct connection to a foreign government and/or corporations would be a a step beyond what is the usual course of affairs in NZ business-political party relations).

Under MMP, people have a right to organise a political party as they see fit, and as far as I can tell there are no prohibitions on such parties being organised and funded by foreign agents. But there remains the question as to whether the NCP is not so much a vehicle for the representation of new migrant’s interests in the NZ political system as it is a front for PRC economic interests and a means of political influence-mongering and intelligence gathering. In other words, is the NCP a PRC fifth column?

The reason this question must be asked is that, given its disadvantages in Signals (SIGINT) and Technical Intelligence (TECHINT)-gathering capabilities,  the PRC invests heavily in the ethnic Chinese diaspora for human intelligence gathering work. Using business, student and permanent resident visa schemes in targeted countries, the PRC places intelligence-gatherers in places where they can collect tactical as well as strategic intelligence using a variety of means. It also uses monetary incentives to curry favourable attitudes amongst local elites, all in the interest of furthering PRC strategic objectives in the country in question. Such activities have been amply evident in places such as Fiji, Papua New Guinea, Tonga and the Cook Islands, as well as regional organisations such as the Pacific Island Forum.

All of this is well known to Western security agencies and measures have been implemented to monitor, if not counter PRC initiatives in that field. But what if the PRC were to secure political representation in a foreign government via open electoral contestation within the limits of the law? NZ has already seen a case where a cabinet minister (Wong) was influenced by an individual (her husband) with direct and close connections to the PRC regime. Although her portfolio was not strategically sensitive, she did attend cabinet and caucus meetings where more sensitive issues of national and party policy were bound to have been discussed, and it is not improbable to think that her pillow and dinner table talk with Sammy Wong might involve some of those issues (note that I am not saying that Mrs. Wong would necessarily have any idea that Sammy Wong was a PRC agent if he were one. What I am saying is that the appearance of a conflict of interest extends beyond the use of taxpayer dollars to pay for her travel when on private business on her husband’s behalf, and that may be the more serious reason why she was forced to resign).

If the PRC has direct involvement with the NCP, an electoral victory by the latter would raise the possibility of its entering into coalition with one of the major parties, most likely the party in power. That would give it direct access to NZ government policy deliberations, privileged information about business and security matters as well as offer a means of extending its influence directly into the NZ cabinet. This may or may not be a bad thing, depending on one’s perspective. But the question has to be asked whether Kiwis would accept similar direct US, Iranian, British, Afghan or Australian influence in government decision-making even if it did not involve adversarial intelligence-gathering. Judging from the reaction to revelations in wikileaks cables that some NZ citizens in positions of power provided “insider” information to the US embassy in Wellington, one would suspect that the answer is “no.”

The (hypothetical) situation of the NCP being used as a PRC front with intelligence-gathering duties within parliament is made all the more interesting by recent changes ordered by the National government with regards to the SIS spying on MPs. The result of the scandal caused by revelations that the SIS spied on Green MPs for decades, John Key ordered that the SIS no longer spy on MPs. That means that a NCP MP working for the PRC could conduct his or her intelligence-gathering activities with relative impunity unless there are provisions in the revamped domestic espionage and counter-espionage charter that specifically provides for exceptions to the no-spying-on MPs rule. But if the exception is invoked that could undermine broader counter-intelligence efforts with regards to the PRC. The conundrum produced by this hypothetical but potential scenario, in other words, is quite exquisite.

Less people feel that these questions are occasioned by racial or ethnic bias, let it be clear that it is not. The questions refer to the PRC, an authoritarian regime, and not to the Chinese or any other ethnic group. As mentioned in a previous paragraph, the same questions could be asked of local political parties directly controlled or overtly influenced by any other foreign power regardless of regime type. So the issue is about who controls the NCP as opposed to who ultimately will represent it.

Bringing the issue up may seem provocative and perhaps un-PC, but given the Beijing meeting, the people currently in NCP leadership positions and given the PRC’s modus operandi when it comes to deploying intelligence assets and extending its influence into foreign governments, it needs to be raised.

In light of the above, for its own sake and in the interest of democratic transparency it behooves the NCP to open its books and reveal its links (should they exist) to the PRC, directly or indirectly. It behooves the NCP to make clear where its loyalties lie and to disprove apriori the suspicion that it may be working as a foreign-backed front in the NZ political system. And given that the Botany by-election will be held in less than two months, that process of proactive accountability needs to begin now.

Upon reading the links, does my conjecture still seem crazy (or bigoted)?

Depiction of masculinity in rock radio.

As I flip through the NZ radio airwaves I have been much humoured by the depiction of masculinity in advertising on rock radio (for purposes of definition, that is FM radio stations that feature AC/DC, Metallica, Tool, Shihad and other old and new bands that play up tempo, guitar driven, blues derived sound. This does not include Lady Gag, Madonna, boy and girl bands, Justin Beiber, Millie Cyrus, rappers and their ilk). Some of the imagery conjured in these ads is funny but disturbing, and I realise that the depiction is concocted by advertising companies selling product to a 15-35 year old male demographic. But three things stand out about the depiction of ideal NZ men in these ads.

The first is that the general thrust of the ads is framed as a negation or antithesis of an extant others–metrosexuals and women. These are not moccachino-sipping, quiche eating, emo or poncy little dog carrying (in a man purse!) financial advisors or lawyers. More implicit than explicit, the intimation is that these are mates, dudes, fun-luvin’ rascals that have to live on the edge of a PC world. But the positive message (such as it is) is sublimated under the representation of what it is not. The majority thrust of the bottom line is a negation. These are not post-modern poseurs or dandies, and they do not want to relate to chicks other than at a primal level.

The second noteworthy aspect of the ads is the objectification of masculinity. Men’s identities lie in the commodities they prefer (consumer non-durables, mostly): utes and V8s, rugby, some more rugby, league, more league, cheap alcohol, cheaper beer, red meat (ideally hunted, then cooked on a bbq), fishing gear, racy magazines, grubby clothes, stereos and farm equipment. They do not wear cologne.

The third and perhaps most interesting aspect of the depiction is its representation of “manly” values. Men are mates; hard drinking, carousing, happy go lucky, staunch (especially when drinking), fast driving, opportunistic and impulsive horn dogs working hard on the ladies. Nowhere in the depiction are there notions of honour, valour, courage, sacrifice, sincerity, solidarity (except with mates), humility, basic intelligence and knowledge of current global affairs, or interest in the needs of women, children and the family. That is a bit odd simply because the early 20 to 35 male demographic is the one that is reproducing the most (presumably a manly trait), has young families, is starting careers and otherwise has the burdens of post-adolescence crashing down on it. Yet the values being reified appear adolescent.

I have seen this type of representation on rock radio programming in Florida and Arizona. In those cases the demographic was male 15-23, simply because the size of the population allows that age group to sustain specific types of commercial music programming. I presume that there is an Ozzie variant. NZ has its own, over a wider age range.

The success of advertising campaigns based on this type of symbology appears to lie in the deep unhappiness of 15-35 year old NZ men with the evolution of society. It speaks for a desire to not only be rebellious adolescent in social perspective, consequences be damned.  It also speaks to a desire to be in another era that, however mythological represents the antithesis of NZ society today. The question is: was there ever anything remotely close to this depiction in NZ historical reality?  If not, what explains the appeal of these ads? And if it is true that there is a deep antipathy to the current social order, what does that say about prospects for assimilation of this demographic? In other words, what are the prospects of these angry and nostalgic (mostly Pakeha) young men, if indeed the advertising thrust is a window on their souls?

Conflict versus Cooperation in Human Nature.

One thing I used to do early in undergraduate classes is to ask students if humans were inherently more conflictual or cooperative. I noted that all primates and many other animal species had both traits, but that humans were particularly elaborate in their approach to each. I also noted that the highest form of human cooperation is war, where large numbers of humans cooperate in complicated maneuvers that combine lethal and non-lethal technologies over time and distance with the purpose of killing each other.

It was interesting to observe the gender and nationality differences in the response. Males tended to see things as being more conflictual while female students (again, these were 18-22 year olds) tended to see things in a more cooperative light. US students tended to see things  as being more conflictual than kiwi students, although it was also interesting to note the differences between political science majors (who saw things as being mostly conflictual, although here too there were differences between international relations, comparative politics and political theory majors) and those majoring in other disciplines such as anthropology, sociology, history, philosophy and fine arts types (I tended to not pay much attention to the opinions of medical students or hard science majors like chemistry or physics students, much less engineering students, simply because these people were pursuing distributional requirements and therefore not that interested in the subject of the courses that I teach, and tend to dwell less on the moral and ethical dilemmas inherent in human existence and more on solving practical  problems much as plumbers do–this includes the pre-med and med students I encountered over 25 years of teaching, which says something about the character of those who want to be medical doctors in all of the countries in which I have taught).

Singaporean students exhibit strong gender differences along the lines described above and reinforce everything else I have seen before when it comes to this question. In spite of the constant push by the PAP-dominated State to emphasize racial and cultural harmony, the majority of students I have encountered in 3 years of tutoring and teaching in SG see things as being mostly conflict-driven (with some interesting ethnic dispositions in that regard as well). For all of its official preaching of harmony, SG is very much a conflict-driven place.

I used my own experience to show how one trait or another can be reinforced via socialisation. Coming out of Argentina in the early 1970s  I viewed politics as class war by other means. It was all-out conflict and I was socialised to see it as such and behave accordingly. For the Argentine elite “communists” and other challengers to the status quo had to be eradicated–and often were. For Left militants the imperialist enemy and its local lackeys had to be annihilated if ever Argentina was to be a fair and just country. Needless to say, when I arrived in the US to begin my university studies with this zero-sum view of politics, my undergraduate peers thought that I was nuts–this, even though it was the Nixon/Agnew era and I had all sorts of ideas about how these clear enemies of the world’s working classes could be assisted on the journey to their deserved places in Hell.

Instead, my undergraduate friends preferred the shared comforts of bongs, beers and each other (this was the age before AIDS so such comforts could be pursued in combination in a relatively unfettered manner). They preferred cooperation to conflict, and after unsuccessfully trying to convert a few of them to my more contentious view of life, I decided that When In Rome (before the Fall)…..you get the picture (although I never did quite give up the view that politics is essentially war by other means, something undoubtably reinforced by my ongoing engagement with Latin America as an academic and US security official).

If one thinks of the difference between Serbs and Swedes, or Afghans and Andorrans, one sees that a major point of difference is the cultural predisposition to conflict or cooperate. Be it individuals, groups or the society as a whole, the tendency to be cooperative or conflictual rests on the relative benefits accrued from either, reinforced over time by custom, practice and experience until it becomes an indelible feature of the social landscape passed on from family to family and generation to generation.

Within otherwise stable societies some social groups are more or less disposed to conflict or cooperation than others. This is not necessarily reducible to class status. Although their social graces may be more refined and the veneer of cooperation makes them appear to be more “civilised,” the rich may be just as prone to conflict as are the poor. Conversely, the working class, when self-conscious and organised, is quite capable of undertaking mass cooperation in pursuit of common goals even if some actions, such as strikes, are clearly conflictual in nature (which again goes back to my adolescent notion that economics as well as politics in a class system are essentially war substitutes given distributional conflict over a limited or finite amount of socially-allocated resources).

One might argue that the advent of market-driven social philosophies, with their common belief that all individuals and groups are self-interested maximizer’s of opportunities, pushed the replacement of cooperative approaches towards the common good with hyper-individualistic, conflictual approaches in what amounts to a feral perspective on the social order. The latter exist in many lesser-developed societies in which pre-modern tensions and capitalist wealth generation create the conditions for abject greed, corruption and despotism. The twist to the tale is that in the advanced liberal democratic capitalist world, the turn to market steerage also appears to have brought with it a turn away from social cooperation and towards social conflict.  Now the tendency towards conflict appears to be the norm rather than the exception and it is no longer social reprobates and sociopaths who engage in conflictual approaches towards inter-personal or inter-group disagreement or dispute resolution.

Which brings up the questions: has NZ followed this sad trajectory in recent years? Has it always been more cooperative than conflictual as a a societal disposition, or is that just a myth that belies that reality of a society with a historical disposition to be in conflict with itself in spite of its peaceful international reputation?

I leave it for the readers to ponder the basic premise as well as the true nature of NZ society then and now.

In Defense of Responsible Cyclists.

I have ridden a bicycle of one sort or another since I was 7 years old. I got my first race bike at 14 and I spent most of my adulthood in the US riding bikes as a commuter, triathlete, and occasional mountain biker (even on a tandem MTB!). I did some long road races for training, and continued all of the above when I moved to NZ in 1997. When I stopped competing in 2002 I continued commuting and riding for fun, even after my precious triathlon bike– a 2000 Cervelo P2 fitted to me–was stolen in a burglary (if anyone sees a red 26 inch wheel P2 with Ironman Hawaii stickers on it–it is mine and I want it back). All told, I have ridden well over 100,000 miles in a variety of places, on and off road, urban and rural, solo and tandem. I love bicycles, from old beaters to beach cruisers, classic Italian road bikes, dual shock MTBs and, as my foremost love, the bicycle equivalent of my partner’s mind: time trial bikes–sharp edged, aero, lively and fast, deep dished and big geared, yet immediately responsive and intuitively attuned to where I want to go and what I need to do to get there sooner rather than later (I may get in trouble for this since a bike has no soul, but for me it is an attempt at making a material comparison to a precious intangible. Competitive cyclists and tri-geeks will know what I mean).

As for the relationship between competitive rider and bike, I shall defer to the wisdom of an old Mexican mechanic who serviced my ride while I was racing in El Paso, Texas: “it is not the machine but the monkey that rides it that matters.” Competitive or not, it is the monkey who ultimately pays the price for riding on public roads. As an insentient object,  a bicycle may be broken or destroyed but not injured or killed when it crashes. For the human rider, that substantive difference does not obtain.

Anyway, I moved to an island state in SE Asia in late 2007 and took my nice commuter bike with me. In the first 14 months in country I was hit by cars twice, once by the side rear view mirror of a van passing at 50 kph and the other by the back end of a city bus that cut in front of me  in order to pull into a bus stop (when it could have waited 2 seconds to allow me to pass the bus stop entry). Although the first driver stopped to see if I was Ok after he heard the thump, the bus driver and passengers on the bus berated me for being in the road (this, while I was laying on the curb checking to see if I was injured).

But SG is not too bad. During the 10 years I lived, trained and raced in NZ I was hit five times–two sideswipes, two at roundabouts by motorists who would not cede although I had the right of way, and one T-bone when a car turned left across my bow on a steep hill during a rainstorm. In two instances I was assaulted by the drivers involved (one whom was on his way home from church), and in one case the driver attempted to flee. In four of the cases the driver was a middle aged pakeha male (the other was a chinese male), with two of the five driving panel vans. In the US I was hit once, in Florida, by a a slow moving geriatric in a Cadillac who wanted to “move me along” down the road because I was moving too slowly (at 40 kph on a Sunday morning at 7AM). I also had a gun pulled on me in Tucson (at 6:30AM!) by a redneck in a pickup truck who swerved into a bike lane to show me and my riding buddy who was boss–but then ran into a red light half a block down the road. When I rode up to confront him he kindly produced his penis-substitute.

I tell this story because once again cyclists have been killed and injured in NZ by careless motorists. Every year, it seems, the triathlon and road racing community loses someone to a car crash. Simple bike commuters die as well, every year. What ensues is discouraging: motorists angrily denouncing cyclists as road hogs, irresponsible, effete, possible gay lycra-clad wankers with too much time on on their hands and too much money invested in bikes. They rail about cyclists needing licenses and taxes in order to ride public streets, and generally stress the inconvenience of having to slow down for the oxygen and blood powered vehicles in the way between them and whatever important destination it is that cannot be impeded by the two wheeled laggards blocking the road.

Inconvenience? Let me explain some very simple physical facts. Even if rude and inconsiderate, cyclists are human beings with spouses, children, parents and others who love them, riding on a self-propelled unarmoured vehicle wearing nothing but a helmet and normal clothes (or lycra). The rider’s points of contact with the pavement are two 5 centimeter patches of 21-25 mm rubber rolling at anywhere from 70-130 rpm, at speeds that can be as low as 5 kph or high as 60kph under normal variable terrain conditions in NZ. A rider and bicycle might, if the rider and bike are big, weigh 150 kilos. The bicycle is a vehicle in the road, as is any other, but with the twist that it shares with horses (which are also vehicles in their own right), the virtue of being self-powered. Yet no one in their right mind would sideswipe or fail to yield to a horse and rider. So why do it on a bike? The very attitude of some towards cyclists–that they are lesser beings, inconvenient, in the way, tax-dodgers etc., betrays an authoritarian mindset that speaks to the darkness within the NZ psyche. After all, bicyclists are people too, and in a democracy those people have just as much right to the road as anyone driving a fossil fuel powered vehicle. They may be slower, but they are equal when it comes to sharing the road.

The root problem of the conflict between cyclists and motorists is a matter of simple physics. An automobile weighs a ton, has 4 surface contact points of over a quarter meter each, travels from 0 to 150 kph as a matter of course, and has a metal and composite-encased passenger compartment with air bags as basic safety measures between the flesh inside and the kinetic effects of hitting the road or another object at speed on the outside. A bicycle rider has none of those, and is at the mercy of elements, road surfaces, the disposition of motorists and his or her own spatial and situational awareness in order to ensure safe passage during the journey. At the end of the day, cyclist is not in complete control of his and her fate when riding on public roads. The largest part of a cyclist’s fate that is not under his or her control is the attitude and behaviour of motorists.

Of course there are irresponsible cyclists. These should be ticketed, fined, and if causing injury, prosecuting for vehicular assault depending on the gravity of their transgressions. But motorists need to understand that a touch of fenders between two cars merely results in a dent in each, whereas the touch of a fender on the rear or front wheel of a bicycle, to say nothing of a full-fledged sideswipe or frontal collision, has the very serious, even likely potential for catastrophe for the cyclist. Do motorists really want to maim or kill cyclists just because the latter are rude, inconsiderate, slow or inconvenient? As it turns out, even the behaviour of cyclists can be classified and spotted a priori.

There are the four types of cyclists usually seen in the public streets: road riders, triathletes, commuters and bike messengers (MTB folk wisely tend to stick to non-paved rural tracks where trees, rocks and precipices are the main obstacles). Triathletes ride what are known as time-trial bikes given the individual nature of the sport. These bikes have aerobars jutting off the front handlebars on which the rider can rest their elbows in order to lower his/her aerodynamic profile (since most of the gains in bicycle speed come from overcoming wind resistance). Triathletes mostly ride alone except on occasional social rides, mainly because the triathlete must learn to suffer, fuel, eliminate and otherwise cope by his or herself given the nature of the sport (this is especially true of the long-distance triathlete, although some short distance triathlons now allow drafting in packs–see below).

Road riders (known as “roadies” and identified by their curled handlebars and stylised clothing) usually ride in groups, do not use aerobars (which are dangerous in packs if one is stupid enough to try to ride on them), and lessen their wind resistance by drafting. Drafting is a practice where one rider “pulls” the others by leading out front for a short spell of time while taking the brunt of the frontal air flow, upon which the following rider moves up front and the lead falls to the back of the “train” of riders behind him/her (I should note that the drafting effect is even greater when swimming given water resistance, and is even possible while running). This allows all riders to rest and give maximum effort during their short “pulls.”

The trouble with this practice is that it produces a double line of cyclists, those going forward and those going backwards, which on narrow open public roads can lead to lane blockages even if the pack is riding at 50-60 kph.  As a result, roadies are the cause of most motorist rage, although triathletes often cop the blame from road raging cowards because they are alone rather than sheltered by a pack and hence are  easier to intimidate from a moving vehicle (a situation that is often worse for female riders). Roadies often compound the problem of group rides by spreading 3 or more abreast in order to converse or gain some space in the pack. The trouble is that the law prohibits cyclists from riding more than 2 abreast, so in going beyond  the “2 wide” rule they are illegally blocking the road. No wonder motorists get angry. Road riders in groups tend to be the the cause of most of the more egregious examples of anti-cyclist road rage, be it in the moment or later.

Commuters come in all sizes and shapes and ride all sorts of bikes, and are seen mostly in cities rather than in towns. They mostly stick to surface streets but have been known to ride footpaths and stray onto major arteries. They often share bike lanes with buses, which makes them hated by and targets of bus drivers. Many use what is known as a “California” stop at street lights and stop signs, which is a slow roll-through when cross-traffic is clear rather than a full stop (this practice spans all types of bike rider, especially those wearing “clipless” bike shoes with special soles and peddles to maximise rotational efficiency throughout the peddle stroke, which if efficient makes for cumbersome foot plants at short notice. I have been guilty of employing the California stop from time to time, given that I have fallen more than once while trying to quickly unclip out of a clipless peddle).

Bike messengers ride hybrid bikes (road frames with MTB bars and gearing), and tend to exhibit an unhealthy regard for personal safety as they play a form of bicycle parquet during the course of their errands. They often are the most accomplished bicycle handlers and often are competitors in some form of cycling when not working, but they also tend to have the loosest view of traffic regulations and the interface between street, footpath, alleyway, steps and any other potential riding surfaces. They are a major source of motorists’ ire in large urban areas.

This brief exegesis is offered so that readers who are motorists but not cyclists will understand what they are dealing with when they come upon bicycle riders in the road. Virtually all cyclists are acutely aware of how vulnerable they are and most take pains to avoid confrontations with motorists. But sometimes terrain, context or circumstance conspire to bring them together in an untoward way. The fundamental thing that a motorist needs to understand in such instances is that, no matter how rude, inconsiderate, wankerish or otherwise inconvenient that rider’s presence may be, he or she is a living, breathing person made out of flesh and blood who has a right to life as much as you do. Injuring or killing them with your metal steed in an effort to prove a point or teach them a lesson is not only stupid–it is criminal. Even if it takes a minute or two (or five) to get around a cyclist or group of riders, perspective has to be maintained: a slow delay versus a thwarted life–is that a fair or reasonable trade off? Moreover, motorists need to understand that most of the roads they transit now have cyclists on them, and that cyclists have a legal right to be there. That means that motorists need to drive as if horses with riders were on the road–caution must taken in blind spots, on curves and hill summits and the two meter legal separation distance between cyclist and motorist must be respected when overtaking.

In the case of the irresponsible, arrogant or generally tosser rider(s), better to call the cops to the scene and/or demand more stricter enforcement of cycling and road safety regulations so that the minority of those who make up the bulk of the conflict with motorists are made to understand that with the right (and freedom) to ride a bike comes the responsibility to behave according to the universal rules of vehicle conduct. Otherwise homicidal or negligent motorists will have the final word on every cyclist’s fate on any given day.

The US as the new Greece.

Watching the lead up to what will be a major Republican and Tea Party comeback in the upcoming US midterm elections, and having spent an earlier part of the year in Greece, I cannot but help but be struck by the parallels between the two countries. This may seem crazy, but sometimes what is obvious is not necessarily apparent.

The US and Greece are saddled with immense debt, most of it public. Both have extremely large state bureacracies that consume an inordinate amount of the tax base. Both have lived, in their personal and public consumption, way beyond their means over the last two decades, riding the wave of financial sector excess and lving off real estate and other speculative bubbles that did not, in fact, significantly contribute to national productive rates.

In each case immediate past centre-right governments contributed to the false sense of security by allowing the financial sector to operate with considerable degrees of autonomy and lack of oversight, reduced taxes for the wealthiest sectors of the population and corporations, and spent money well in excess of state revenues. In Greece state expenditures went into a bloated welfare system that was designed to prop up living standards that are seen as a birthright of all Greeks; in the US, the excess state spending went into war. In both instances the center-right governments increased state spending and the public deficits that accompanied them. In both cases they were turned out at the polls in the past two years.

Center-left governments replaced the discredited right. They inherited unsustainable deficits that will take years to redress and embarked on economic reform programs that were designed to cut the public deficit and increase economic efficiency over the long term. In Greece this meant slashing the public workforce, decreasing public salaries and welfare benefits while offering a package of tax incentives to small and medium business so that they could innovate, expand and thereby take up the slack produced by reductions in the public workforce.

In the US the economic stimulus program was designed to prop up and revitalise at-risk major industries (the automobile and financial sectors in particular) while providing tax relief for 95 percent of the working population. A national health program was instituted that, even though watered down and more pro-business than pro-consumer and nowhere close to socialised medicine,  provides for minimum health coverage for the majority of the population. Selective regulation on the financial sector was legislated, although this worked more on the margins of the system rather than at its core. Military spending was cut at the corners, and in a number of cases companies that received financial bail-out packages have begun to re-pay their debts.  In effect, although in the US public spending increased over the short term with the stimulus and health care packages, the design is oriented towards lowering the overall public spending bill within five to ten years while maintaining a  disproportionate emphasis on “defense.” That is the American way.

In both instances some or most of the center-right opposition in the legislature supported the economic reform packages of the government, but backtracked when confronted by public reaction. In both cases that backtracking led them to move towards the zealot wing of their popular base. That has consequences.

The reason? In each case there was an immediate, reflexive and largely unthinking  public backlash against the reform measures. Following Greek protest tradition, often violent strikes and demonstrations have engulfed the country from the moment austerity measures were announced. Although the protests are led by unions and other elements of the agitational Left, the real beneficiaries of the crisis are the hard Right, who have seen an opportunity to engage in nationalist-populist demagogery in which “foreign interests,’ illegal migrants, “Communists” and a host of other suspected culprits are blamed for the country’s woes.

In the US attempts at reform have been met by a wave of right wing backlash among the mostly white middle classes, who also blame illegal migrants, “Socialists” and other purported “progressives” as well as atheistic liberal homosexual-enabling secular humanists for the decline of Empire. At public forums many vented their anger by calling for a “revolution” or at least the ovethrow of the Washington elite. Some of them turned up armed to make their point.  They have a movement not unlike the Greek ultra-nationalists. It is called the Tea Party.

What is striking about both hard right wing resurgences is that they stand to gain the most from upcoming elections simply by blaming the governing center left administrations without offering a plausible solution to the problems of the day and near future. Both want to return to something long gone. Both want lower, not more taxes, apparently not understanding that in the case of Greece that national pasttimes of tax avoidance, island vacation homes and reliance on the state for pensions, social security and universal health care are contradictory and incompatible. In the US the pejoratively labeled “Tea Baggers” apparently have not connected the dots between maintaining a massive military apparatus that consumes 6 percent of GDP, is fighting two wars of occupation and at least a dozen small irregular conflicts simultaneously, has a presence in 150 countries and deploys three carrier task forces comprised of 7 ships and 75 aircraft at sea at any one time (no other country can deploy even one), and the need for a substantial tax base. Nor can they see that the party that they support is the one that has the most extensive ties to the Wall Street giants that played loose with their money in the game of financial roulette known as the sub-prime lending market that has now come a cropper. Instead they rail against welfare queens and “illegals” stealing the jobs most Americans disdain.

In both countries the conscious anti-intellectualism of the Right is manifest.  They want simple solutions to complex problems, they want the solutions to benefit them without requiring any sacrifice, and they want it all to happen yesterday. Reflexively ignorant political champions lead the charge and rally the masses in each case.

Most of all, it is historical myopia, an overdeveloped sense of entitlement, the lack of acceptance of responsibility and the shifting of blame that ties the US and Greek public together in their rightwards march. Both cultures prefer to forget the immediate past that led to these tough times and instead focus on a mythical past in which the Nation was strong, proud and united in its demographic homogeneity and cultural mores. Both cultures believe that they are special and especially deserving because fortuitous circumstance determined that they were born Greek or American. Neither culture embraces the notion of individual and collective responsibility as a majority ethos anymore. Instead, the common approach is to blame others for individual failure and collective misfortune.  Both right wing movements have little to offer than hatred for central government elites, current reform policy, bankers of “dubious” persuasion and all the “others” who instigated the entire mess. Mutatis mutandis, there are faint echoes of interwar Europe in all of this.

That may be a basis for victory in any contemporary elections given the circumstances, but it is certainly no blueprint for national regeneration. History has repeatedly shown that national-populist lurches to the right produce more anomie and retrogression than progress. For the latter to occur, people will have to first take individual and collective responsibility about their role in the process of decline. Then they will have to accept the costs of redressing that decline which means that they will need to assume the burden of altered lifestyles no longer easily bought on the back of cheap credit, deficit spending and overinflated notions of national grandeur. They will then have to grin and bear it during the tough times so that their children and grandchildren will prosper under different conditions.

None of that is going to happen anytime soon.

The perils of Paul (updated).

The flap over Paul Henry’s latest remarks got me to thinking. First, why was John Key smirking and downplaying the obvious racist content of Henry’s questions about what a “proper” Kiwi should look like? Why did Key instead not point blank admonish Henry for his remark, or at least give him the rope to hang himself with by asking him what HE thought a New Zealander looked like? Why did Phil Goff say that  the incident was “Paul being Paul” rather than put the wood into him? Why did the TVNZ spokesperson claim that Henry says what other people think but do not want to say? Is that a fact that I missed somewhere? Am I being too PC in thinking that with this latest remark Henry has truly jumped the shark? Or is the silent majority in NZ really a bunch of closet bigots for whom Paul Henry is a champion? (and if so, that is too close to the Tea Party/Sarah Palin connection for comfort). Has the turn to market egotism driven so deep into the NZ collective psyche that such remarks are considered tolerable or even funny?

For a guy about to return to NZ and seek citizenship after 13 years of permanent residency, these are more than casual questions.

UPDATE: Henry really is the bigot gift that keeps on giving. In his on-air (non) “apology” the day after his first comments about the GG, not only does he not apologise for the remarks themselves (instead he apologies for any offense they may have caused), but he then goes on to use a slur for Roma (gypsy) while saying that he is of a less distinguished background than Sir Anand because he (Henry) is of half Roma descent apparently. So the bottom line for Mr. Henry is that there are in fact superior and inferior people based upon their inherent characteristics rather than their individual merits or flaws, and using pejorative slurs is Ok so long as one can claim kinship to the insulted group. In sum: Henry uses an ethnic slur while falsely apologising for a racist question. Priceless.

Running towards disaster.

News that preparations for the Delhi Commonwealth Games are in disarray, and that Indian Games officials deliberately misled NZ and other foreign officials about the state of play with regard to the preparations, should give those responsible for sending the NZ team serious cause for concern. It fact, they should seriously reconsider whether sending a team is worth the risks. Several foreign athletes have already declined to participate due to their concerns about security. Other countries have delayed sending their teams and some are considering withdrawing entirely. NZ needs to do the same. No amount of temporary athletic glory–and the bureaucratic empire-building that rides on the back of athletic accomplishment–should overcome a reasoned and rational appraisal of the risks involved in sending Kiwis into a potentially dangerous situation. The hard fact is that unlike the football and rugby World Cups, where local and international sanctioning organisations work hand-in-hand to ensure that high standards are maintained across the board, this edition of the Commonwealth Games is singular in its lack of coordination and oversight. The results of that misadventure are now plain to see, and yet NZ and other countries have wavered about whether to send their delegations less they risk causing offense to the hosts that lied to them.

Let ‘s take just two dimensions of risk: health and security. Pictures of the atrocious conditions of the athlete’s village have now surfaced, including leaking and broken toilets, seriously dirty washrooms and bedrooms, bedding that has dog prints and human excrement on them, exposed wiring, broken windows, faulty lighting, garbage strewn walkways, staircases and balconies with defective railings–the range of construction and finishing problems runs the gamut. A pedestrian bridge connecting a parking lot to a stadium collapsed, which raises questions about sub par construction standards, possible corruption in the awarding of contracts, inept or negligent construction oversight or some unhappy combination of the above. Given the revelations that Games officials deliberately misled foreign delegations about the status of the construction project, it is entirely reasonable to ask whether this lack of ethics was pervasive throughout the build up to the Games, and what that means in terms of the integrity of the venues.

Let us take the concern further. If this is the state of the physical construction required to host the games, what will be the condition of the kitchens in which athlete’s food is prepared, the personal hygiene standards of those preparing such food, and the cleanliness standards of the public restrooms, food vending outlets and other public spaces in which athletes will find themselves? Will NZ be securing its own dedicated cooking and abolution spaces and if not, how does it propose to guarantee that its athletes will be free of the risk of infection, contamination and other human-caused disease (to say nothing of other maladies such as the mosquito-borne dengue fever epidemic currently raging in Delhi and to which the simple of solution of mass fumigation campaigns such as those used in SE Asia is apparently unheard of or not implemented)?

Then there is the issue of security. It turns out that rival Indian security agencies are engaged in turf battles that have impeded intelligence sharing and real-time communications. Although the Indian Army can be considered competent and focused on deterring potential threats, local police forces are less professional in approach and susceptible  to corruption, infiltration by extremists and simple incompetence. Given that Pakistani-based militants have already issued direct threats against the Games and conflict in Kashmir has escalated in recent weeks, the scene is set for a major terrorist attack on the Games, be it against a foreign delegation, a specific event or the host arenas themselves. The NZ government is unable to give assurances that something nasty will not happen because the Indian government, for all its blowhard security rhetoric, cannot offer absolute guarantees that the Games will be safe (again, owing to distrust and disunity between national, state and local security agencies). In fact, NZ already has travel advisories in place for India irrespective of the Games, so if anything those need to be updated in light of the realities on the ground there.

The bottom line is the Delhi Games are not only in trouble but are trouble in the making. It therefore behooves the National government, to say nothing of MFAT and the NZSIS/NAB etc., to take the lead in determining whether it is worth risking NZ lives by sending them to a second-tier athletic competition in which their health and safety cannot be guaranteed. After all, it was the government that intervened to tell NZ cricket that playing matches in Zimbabwe was not advisable because of the nature of the regime rather than any specific threat to the cricketers themselves. In this case the threats are multiple and real even if the host government is friendly. Should not the NZ government be as concerned in this instance as it ostensibly was with the cancelled cricket tour?

It may be diplomatically uncomfortable, and personally disappointing for the athletes involved, for the government to pull the plug on NZ participation in the Games, but that is a decision that should not be left to those who were duped by the Indian con in the first place and one which should place more value on the long term welfare of its athletes than on the immediate potential for medals that they may accrue.

**UPDATE** No sooner had I posted this than cyclist Greg Henderson announced he was withdrawing from the games citing–surprise, surprise–health and security concerns (can you imagine riding in a cycle road race in New Delhi, where the safety and security of the racers over distances of more than 100 kilometers is entrusted to local volunteers and security officials responsible for keeping traffic off of the course?). That a cyclist has to be the first to admit the obvious, even if he is doing so out of concern for his long-term professional career rather than that of his fellow athletes, is indicative of the lack of wider perspective exhibited by NZ’s athletic overseers. Which is why the government needs to get involved.

**UPDATE 2** The army of cleaners pressed into service at the last minute by the Games organisers includes 7 and 8 year old girls. I wonder what their wages and terms of employment are? Also, various Indian officials have claimed that the complaints are evidence of Anglo-Saxon racism and enduring colonial attitudes. To which I say: Good job guys. Nothing like addressing the root problem full on.

No democracy on the honour system

This morning I posited a conspiracy theory that the government would use the temporary deregulation measures undertaken in response to the Canterbury earthquake to progress another tranche of wide-ranging reforms to the resource management regime and building and construction industries after the 2011 election.

Absurdly, if the Canterbury Earthquake Response and Recovery Bill is passed without very extensive amendments of the sort proposed by the Greens and voted down by both major parties (it’s going through all three stages right now), then all that and much, much more could happen this week, no election required, and without any review by the courts. The executive powers granted to the relevant Minister (that’s Gerry Brownlee) in this bill are so sweeping as to permit him to do almost literally anything as long as it has something to do with quake recovery — amend or suspend almost any piece of legislation, overturn any electoral decision — really, Dean Knight, Graeme Edgeler and Andrew Geddis (themselves no wide-eyed conspiracy nuts) are just three of the constitutional law experts who are boggling at the possibilities; Idiot/Savant is also much more than usually incandescent, and Gordon Campbell pulls few punches, either. Geddis says the law gives him “a case of the screaming collywobbles”. How’s that for a technical term. Their argument — contra government speakers such as Nick Smith — is that, because there is no real oversight to test whether actions taken are “reasonably necessary or expedient for the purpose of the Act”, the bill’s scope is not strictly limited in black-letter law to those matters, nor indeed to the region impacted by the quake, and the minister and his commission basically enjoy immunity. These are sweeping powers such as those which might be accorded an executive head of state in a command-government situation such as a major war.

Not would happen, mind. I don’t think anyone genuinely thinks Gerry Brownlee will decriminalise murder, approve mining across all schedule 4 land, enact wartime conscription or overrule the results of the forthcoming Supercity election. I don’t. But the point is (assuming Dean Knight knows what he’s talking about) that Brownlee can. Or will be able to tomorrow, until April 2012, which astute readers will note is a good half-year after the next general election must be held. There are no real checks or balances, much of the actions taken under this legislation are able to be taken in secret, and actions taken will not — at least on paper — be subject to judicial review. This means that we are relying on Gerry Brownlee to not be evil. But democracy doesn’t work on the honour system. It can’t. It doesn’t work on the basis that you give a government power in the hope that they use it legitimately; you give it power on the basis that you have the authority and ability to wrest it back from them if they misuse it, and on the assumption they will misuse it. The honour system is fine for bouquets being sold at the cemetery gates. It’s no basis upon which to run a country.

As I’ve often argued here and elsewhere, what sets liberal democracy, with all its failings, apart from authoritarian systems is the ability for the electorate to transfer power by the exercise of these sorts of checks and balances. Under orthodox authoritarian socialism for examplem — more or less the only form of socialism ever fully implemented on a nationwide scale, in the USSR and China, for instance — the transitional dictatorship is empowered with the sole authority and means to put down any such counter-revolution as might endanger the transition to genuine communism; and because of this, the dictatorship enjoys impunity. It has no reason to work in the interests of the people it purports to serve, inevitably becoming inefficient, corrupt and brutal. (Thus, the problem with socialism is authoritariansm which accompanies it, not so much the economic aspects, but that isn’t my point here).

The Canterbury Earthquake Response and Recovery Bill, of all the ridiculous things, brings into being the potential for just such a regime in New Zealand, and we can only hope it is not used to that effect. It is a colossal, hypervigilant overreach. And if any ill comes from this, Labour — and even the Greens and the māori party — will bear as much responsibility as National; they are all supporting it out of “unity”.

Where now are those who railed against the Electoral Finance Act, who speculated darkly that Helen Clark might not relinquish power after the election, or might suspend the operation of the free press; who shrieked about the Section 59 repeal; against ‘Nanny State’ and the illusory Stalinism of lightbulbs and shower heads, drink-drive limits and alcohol purchase ages and compulsory student union membership? Here the papers are being signed to dismantle robust constitutional democracy right under our very noses, and there’s barely a whimper.

In the US, a return to primordialism.

In retrospect, it seems obvious. Given the venomous attacks on Barack Obama in the 2008 election campaign, the move towards a “post-racial” society was never going to happen.  Instead the reverse transpired, with race, religion and ethnicity now dominating US political debates in a measure not seen in years. Fuelled in part by the president’s overt identification with African-American culture and causes in spite of his mixed race heritage, the real instigators of the return to American primordialism are the conservative media outlets, Tea Party agitators and opportunistic Republican politicians who see political advantage in harping negatively about race, religion and ethnicity. Be it arguments about reverse racism, immigration, “socialist” health policy, religious freedom (in the case of the proposed Islamic cultural centre located 2 blocks from ground zero in New York City), the hot button issues in the lead-up to the November 2010 midterm elections are rooted in conservative white fear of cultural diversity and ethnic equality. That garrison mentality resonates in the great American echo chamber of conservative blogs, radio and television, and it has set the tone for the political debates of the moment.

The conservative view is that to be Judeo-Christian white is to be right, and the issue is whether to stand or fight. This view holds to the belief that White Christians are the carriers of superior values tied to the Protestant Ethos of hard work and entrepreneurship,  and that these values are now under siege from a variety of forces, both domestic and foreign (often working in concert). Fear of the “other” is the subtext of the day. With the nightmare of a black Kenyan Muslim in the oval office now realised (at least in the minds of some), the culturalist Right have chosen to fight. Their method for doing so is to fill the public space with racially charged interrogatives that speak to white grievances against affirmative action, poverty reduction, undocumented immigration (including so-called “anchor babies”), minority religions (especially Islam), linguistic diversity, and any other cultural characteristic that is seen as threatening to WASP values.  Cultural scape-goating is phrased as a defense of traditional values in order to cloud the message and make it difficult to refute. The Democrats and progressive elements in the electorate have been slow to stand up to the cultural bullying, and even slower to recast the terms of the political debate. Since those who set the terms of political debate are the ones who usually win the argument, this augers poorly not only for the president and his party in November, but for the future of American social diversity in general.

The return to race baiting and xenophobia is due not only to white Christian conservative fear of what the future US demographic may look like, but also to their inability to offer a policy agenda that is anything other than opposition to whatever the Democrats propose. Capitalising on anti-“big government” sentiment that conveniently overlooks the fact that the expansion of the federal government deficit was fuelled by a massive military build-up in pursuit of two wars undertaken by a conservative Republican president aided and abetted during his first 6 years in office by a GOP-dominated Congress in a context of corporate deregulation and lower taxation of firms and wealthy individuals, the white conservative backlash against Obama is visceral, vicious and anything but virtuous in intent. For some on the US Right the turn to primordialism is a return to their darker ideological roots.

The irony is that the Right’s politics of primordialism is not necessary. In spite of victories in health care and finance industry regulation, the successful rescue of General Motors and its ahead of schedule withdrawal of combat troops  from Iraq, the Obama administration has shown itself to be vacillatory and reactive across a broad range of policy issues. Rather that set a firm agenda it appears to bounce from crisis to crisis, blaming its predecessor for problems that are not of its making (such as regulatory failures that led to the Gulf oil spill, inherited federal deficits and the 2008 financial crisis). All this does is convey the image of an whinging Administration out of its depth or indecisive at the point of engagement, aided by a venal Congress disconnected from the realities of common voters.  Coupled with the usual anti-incumbent and anti-Washington sentiment and an unusual amount of hatred for the federal government, this leaves the Democrats in a perilous position in the lead up to the November midterm elections. 

Hence, in the current context of an impending “double dip” recession and mounting fiscal deficits, ongoing high unemployment and continued foreclosures and mortgagee sales as involvement in foreign conflicts drags on, the Democrats can be defeated in November on issues of policy alone, even if the alternative is incoherent on specific points of remedy. The diversion into the so-called “culture wars” consequently is not a political necessity for the GOP, but a choice.  The choice is to engage a raw backlash at everything Obama represents as a social construct.

Not surprisingly the focus on primordialism obscures and mystifies the increasing gap between the US corporate elite and investment rich, on the one hand, and the salaried middle and working  classes on the other. Cloaked in the language of individual “responsibility,” “free enterprise” and “freedom,” this is a return to the late 19th century-early 20th century era of ethnic divide- and-conquer anti-unionisation efforts played by the robber barons and their Pinkerton thugs, and which finds resonance in the anti-union, anti-immigrant, anti-Islamic militia-style rhetoric of the present day. It also is wrapped in a strict constitutionalist interpretation that sees anything not explicitly mentioned in the US Constitution, such as universal health care, as insidious attempts to undermine the White Christian foundations of the nation.

There is an irony here. The descent into primordialism could spell trouble for the GOP at a time when it should be easily crafting an alternative agenda for a return to political dominance. The libertarian and moderate wings of the Republican Party are being made to choose between the xenophobic Right and disaffiliation. The plight of Florida governor Charlie Crist is instructive.  A popular moderate Republican who is pro-choice, pro-gay marriage and reformist on immigration in a state with large Hispanic  and Black populations and a heterogeneous mix of Whites, Crist was losing badly in the polls for the Republican Party Senate candidacy in favour of a more conservative, less experienced candidate. Faced with a primary loss next week, Crist is now running as an Independent in what will be a three-way Senate race in November that looks increasingly hard for the GOP to win given the vote-splitting caused by Crist’s presence.

Similar centrifugal tendencies can be seen in the Tea Party movement, which has found its “small government” origins hijacked by a reactionary culturalist agenda that harks to the Anglo supremacist views of the 1920s, 1930s, 1950s and early 1960s. That leaves Tea Party economic liberals and fiscal conservatives at the mercy of the new segregationists and isolationists, thereby dividing the movement at a time it should be uniting around a common agenda for change. That opens space for conservative Democrats to make common cause with the economic, as opposed to socially conservative Tea Party adherents.

The Democrats are not immune from the primordialist temptation. The controversy over the proposed Islamic Cultural Centre in NYC has seen a number of prominent Democrats, including Nevada Senator Harry Reid and former DNC Chairman Howard Dean, come out against it. Spurred by electoral considerations and like the Republican primordialists, they have abandoned support for the supposedly sacrosanct freedom of religion in favour of arguments that constructing a “mosque” close to Ground Zero is a “provocation.” Turning the debate on its head, some such as Newt Gingrich and Sarah Palin have likened the “provocation” to having Nazis build a monument at Auschwitz or the Japanese building a shrine at Pearl Harbour, conveniently ignoring that the fact that the former was a political movement with genocidal pretensions and the latter was a state declaring war, whereas Islam is the religion of 11 extremists who committed an atrocity (much as Christianity was the religion of the Oklahoma City bomber Tim McVeigh).  In fact, the more appropriate analogy might be to propose to build a Christian church on the site where a murdered abortionist practiced, something that has in fact happened at the place where Dr. George Tiller had his Women’s Health Care Clinic in Wichita, Kansas. Although unsuccessful, this deliberate insult to Tiller’s memory and work on behalf of the pro-choice movement met with little outcry and more than a passing wave of approval on the part of the same people who now most avidly decry the Ground Zero “mosque” (I put the word mosque in quotation marks because the proposal is for a multi-use facility that includes prayer rooms for men and women).

Nor has the “provocation” argument had to reconcile with the fact that two established mosques are located four and six blocks from Ground Zero, respectively, or that various porn shops and strip clubs are located across the street from the hallowed site itself. Even so, few mainstream politicians have spoken out against the inconsistencies of the “provocation” argument or the defamatory tarring of Islam with the genocidal Nazi-Japanese “sneak attack” brush, in no small part for fear of being seen as pro-Islamic. That is sadly telling of the current state of affairs.

In fact, that Howard Dean and Newt Gingrich can make common cause on an issue involving religious freedom demonstrates how debased the US political debate has become. Worst yet, after initially framing the controversy as a matter of religious freedom, President Obama backtracked in the face of conservative criticism and said that it is a matter of local opinion and religious sensitivity to broader public concerns, thereby ceding the argument to the primordialists while confirming the impression that he is indecisive and thin-skinned.

The impact of the return to primordialism has yet to be seen, but two logical inferences can be made if it continues. First, that it will have an atomizing effect on US politics and society, as conservative White and minority ethno-religious communities grow increasingly alienated and see their collective fortunes in zero-sum terms. Rolling back 50 years of improving race relations is a recipe for instability and conflict which cannot be solved over the long term by Whites stockpiling arms and joining civilian militias in a country that is dependent on migrant labour and which will have a majority non-White demographic in 25 years regardless of illegal immigration controls. Secondly, the return to primordialism will confirm in the minds of foreign adversaries that the US is, in fact, a Christian White supremacist imperialist state that seeks to impose its values on non-Whites and non-Christians at home and abroad.  That means that international conflict, in its “clash of civilisations’ mode, will continue unabated until such a time as the US abandons the politics of primordialism. Nothing indicates that will happen soon.

Then there is the final implication: united they will stand, or divided they will fall.
